Youth justice services involve many people who are not entirely within the service. Panel member, mentors, and other volunteers and sessional workers do valuable work, and although they cannot have access to case management they need to be kept well informed. It is administratively complex and time consuming to get all the right people to the right places at the right time with the right information. That is why ROSES exists.

ROSES builds on earlier versions which were designed for working with Referral Orders, but now ROSES also covers reparation, mentors, appropriate adults, and pre-order, and can be kept up to date by adding to ROSES when necessary.
